Corrections and Disabilities Grant Opportunity
Minnesota State invites eligible organizations to apply for an FY27 Corrections and Disabilities Grant funded through the Strengthening Career and Technical Education for the 21st Century Act (Perkins V).
This grant supports career and technical education (CTE), job training, and employment-focused services for individuals who are:
- Currently incarcerated
- On active probation
- Transitioning from incarceration
- Individuals with disabilities preparing for education, employment, and independent living
Eligible applicants include correctional agencies, state institutions, and Minnesota State colleges and universities providing direct services to these populations.
Projects must demonstrate a clear connection to career preparation, workforce readiness, and successful transition to employment or further education.
Grant Purpose
This grant supports direct service and partnership-driven efforts that:
- Improve career preparation, job readiness, and employment outcomes for individuals who are justice-involved or individuals with disabilities
- Support successful transition into employment, postsecondary education, or training programs
- Expand access to high-quality CTE opportunities for individuals facing barriers to participation
- Strengthen collaboration among correctional agencies, Minnesota State postsecondary institutions, workforce partners, and community-based organizations
- Deliver inclusive and accessible programming that meets the needs of individuals with disabilities
Funding Overview
- Award Amount: Up to $50,000
- Funding Source: Perkins V, Section 124 Leadership Funds
- Project Period: FY27 September 1, 2026 to June 30, 2027
Projects will be evaluated based on:
- Alignment with Perkins V leadership priorities
- Strength of service design and target population focus
- Demonstrated potential for meaningful participant outcomes

Eligibility
This grant program serves youth and adults who are:
- Currently incarcerated
- On active probation
- Transitioning from incarceration within three years
Proposals must clearly demonstrate how services are targeted to these populations.
Corrections
Eligible applicants include:
- Correctional institutions or agencies, including county community correction agencies, serving justice-involved individuals
- County or state-operated correctional programs providing education, training, or reentry services
- Minnesota State colleges and universities providing direct CTE, job training, or employment services for individuals who are incarcerated or justice-involved, including programs delivered within correctional facilities or through formal partnerships
Disabilities
Eligible applicants include:
- State institutions or agencies providing direct services to youth or adults with disabilities, including CTE, job training, work-readiness, or employment services
- Minnesota State colleges and universities providing inclusive education and transition support for students with disabilities entering postsecondary education
