Call for Equity-Minded Reviewers: Innovating and Collaborating Towards Equity 2030 Funding

Minnesota State Innovation and Collaboration invites faculty, staff, and administrators to participate as application reviewers in this spring’s ‘Tackling Transfer’ Innovating and Collaborating Towards Equity 2030 funding round.

Reviewer Expectations

Equity-minded reviewers for this funding round will read, review, and provide feedback on submitted proposals that speak to developing, adapting or expanding collaborative strategies towards eliminating existing inequities, gaps or predictable patterns related to the student transfer experience. 

Through our review process, awarded proposals will receive funding for resources to support campus and regional teams that are ready to innovate, strengthen, or enhance work that fosters equity centered evidence-based strategies that: 

  1. Build and strengthen capacity among our institutions to meet our individual and collective goals towards tackling transfer; 
  2. Support the development of innovative policies and/or strengthen proven practices that align with Equity 2030 while aiming to eliminate disparities and success gaps by increasing the rate of credential completion for transfer students; 
  3. Engage in applied research and/or action research at our colleges and universities connected to the transfer student experience.  

About the Awarded Projects

The work period for all awarded projects is three (3) years and are expected to plan for project development, project implementation, and project evaluation.  The funding award design is as follows:  

  • One (1) $250K institution regional award (3-5 institutions)  
    • Funding will be received in two installments (year one appropriation of $150,000; and year two appropriation of $100,000 based on project progress 
  • Six (6) $150K campus collaboration awards (2 or more institutions)  
    • Funding will be received in two installments (year one appropriation of $75,000; and year two appropriation of $75,000 based on project progress) 
  • Two (2) $50K awards for one campus collaboration across departments in that one institution 
    • One-time funding installment of $50,000 appropriation 

Reviewer Process

Equity-Minded Reviewers process will entail the following: 

  • ‘Tackling Transfer’ application proposals will be submitted by 4:00 p.m. on February 16.
  • All reviewers will have all necessary materials to review ‘Tackling Transfer’ applications by or before February 26.
  • Review 3-5 proposal applications submitted for the ‘Tackling Transfer’- Innovating and Collaborating Towards Equity 2030 Funding Call.
  • Reviewers will be provided a scoresheet and rubric for easy reviewing.
  • Reviewers will receive roughly three (3) weeks to conduct your reviews from February 26 – March 22, 2024. Please keep in mind that some of our campus spring breaks will be from March 3 – 9 or March 9 – 16.
  • During this review period, all review work will be conducted at a distance and at times convenient for reviewers.
  • Reviewers must attend the reviewer debriefing session via Zoom for the ‘Tackling Transfer’ funding round on March 29, 2024 where all the reviewers will be able to hear/share thoughts/feedback on application review scoring and help finalize awardees list (more details will be provided at a later date).

Those who are interested in becoming an equity-minded reviewer for system level funding opportunities, please make note of the following: 

  • Priority will be given to individuals who attended the Minnesota State Equity Reviewer Training for System Level Funding Opportunities.
  • If you or your college/university are an applicant or partner in a proposal, we will not assign that proposal for you to review. 
  • This is a volunteer opportunity and reviewers are encouraged to seek permission from their campus or system supervisor to participate.
