CaptionsĀ need to be provided for allĀ pre-recorded and live videos.
Why?
Providing users an alternative way to perceive information ensures that people who are deaf or hard of hearing can understand audio in videos.
Providing captions also benefits users who are in an environment where audio cannot be heard, used, or if it is in a language they don’t speak or fully understand yet.
How?
Pre-Recorded Video
All MinnesotaĀ State institutions share access to the media management service Kaltura MediaSpace.Ā This serviceĀ provides tools to create and store video for academic purposes.Ā Learn how to order captions via Kaltura’sĀ Video Portal.
Review and edit captions for errors and common mistakes like acronyms and names.
Live Video
Live video, such as meetings and synchronous online classes, should also allow users the ability to turn on live captioning. While not always 100% accurate, it is still good practice and helpful to users.
Title II of the Americans with Disabilities Act:Ā All Minnesota State employee electronic documents and course materials must adhere to the Web Content Accessibility Guidelines (WCAG) 2.1 AA standards by April 24, 2026. These guidelines provide a comprehensive framework to ensure that content is perceivable, operable, understandable, and robust for all users.
