Legislative Update – January 21, 2015

Yesterday at the Capitol

Senate Higher Education and Workforce Development Committee members heard from Laura King, Vice Chancellor of Finance; Craig Schoenecker, Senior System Director for Research; and Deb Bednarz, System Director for Financial Planning and Analysis with Minnesota State Colleges and Universities yesterday afternoon regarding the performance measures the system was required to meet this biennium, along with financial information the system was required to report to the Legislature.

The system was required to report on a five-year history of system wide expenditures and revenues, how state appropriations are allocated to the colleges and universities, reallocations, tuition and fees, graduation rates and students traditionally underrepresented in higher education.

Deb Bednarz, System Director for Financial Planning and Analysis told members that the largest spending category at the colleges and universities is instruction, followed by student services and academic support. As for the revenue side, Bednarz told members that tuition is the largest source of funding followed by state appropriation. She said the relationship between tuition and state appropriation has changed over the past dozen years, and as the state reduced its support for higher education, students took on a greater share of the cots. Bednarz acknowledged the tuition freeze accompanied by state support this biennium, has resulted in an improvement in the tuition and state appropriation relationship.
