Capacity Grant (Perkins V – Section 124 Leadership Funds)
Minnesota State invites Career and Technical Education (CTE) secondary and postsecondary colleges to apply for a Capacity Grant funded through the Strengthening Career and Technical Education for the 21st Century Act (Perkins V).
This grant supports efforts to build institutional capacity to better serve special populations in CTE programs and Programs of Study.
Projects should focus on strengthening systems, partnerships, and practices that improve access, participation, and success for learners who are members of special populations.
Grant Purpose
This grant supports system-level and partnership-driven efforts that:
- Strengthen programs, services, or strategies that prepare learners for nontraditional fields and emerging careers
- Enhance secondary and postsecondary institutional capacity, systems, and practices that support learners, including special populations, in high-skill, high-wage, and in-demand occupations
- Build or expand cross-sector partnerships among secondary, postsecondary, workforce, and community-based organizations
- Improve systems, processes, or supports that increase access, participation, and successful outcomes for special populations
Funding Overview
- Expected total available for funding: $60,000
- Expected number of awards: 6
- Average request range per award: $5,000 to $10,000
Projects will be evaluated based on:
- Alignment with Perkins V leadership priorities
- Strength of proposed capacity-building approach
- Potential for sustainable impact on systems and practices
- Partnerships among secondary, postsecondary, workforce, and community-based organizations are strongly encouraged

- Application Opens: May 6, 2026
- Application Deadline: June 25, 2026
- Award Notifications: Approximately mid-July 2026
Applicants should select one timeline based on their project start:
- Fall 2026 or full academic year requests are due June 25, 2026, and
- Spring 2027 requests are due December 10, 2026.
Eligibility
Minnesota Perkins secondary and postsecondary consortia are eligible to apply.
