Updates to the Enrollment Fraud User Guide

The Enrollment Fraud User Guide helps campus and system office employees reduce enrollment fraud by implementing robust protocols on campus to deter fraudulent activities.

Preventing and detecting enrollment fraud is crucial to protect our colleges and universities and ensure compliance with state and federal regulations. Some cases require extra reporting and response obligations, such as financial aid fraud and data breaches.

The Enrollment Fraud User Guide is located on the internal Minnesota State Connect site, which requires faculty and staff to log in with their StarID and password.

The user guide includes information and steps that are required when responding to suspected enrollment fraud, including:

  1. Background
  2. Proactive Cybersecurity Measures
  3. Mitigating Fraud with ISRS
  4. Responding to Suspected Enrollment Fraud
  5. Identity Verification

In October 2026, the Responding to Suspected Enrollment Fraud section was updated. Please review these pages when responding to suspected fraud, as they will contain the most updated guidance.
