The public comment period on the proposed performance levels has been extended through January 31, 2020 to provide input to the secondary core indicator changes made on December 2, 2019.
Minnesota is taking public comment on the proposed state determined performance levels. After reviewing various methodologies for establishing state and local performance levels, the recommended state performance levels were set using a factor of the standard deviation of historical data for each performance indicator to determine what would be “meaningful progress” on that indicator by the fourth year of the grant. Then, a conservative rate of growth (i.e., slower growth during the first two years, followed by more aggressive growth in the final two years) was applied to determine the annual performance levels.
